Ketaatan Pelaku Usaha Kafe Dan Restoran Dalam Melaksanakan Dokumen Upaya Pengelolaan Lingkungan Hidup Dan Upaya Pemantauan Lingkungan Hidup (Ukl-Upl) Di Kota Pekanbaru

ABSTRACT
This study aims to evaluate the level of compliance of cafe and restaurant business actors in implementing the Environmental Management Efforts and Environmental Monitoring Efforts (UKL-UPL) documents in Pekanbaru City. The research method used is a qualitative approach with data collection techniques through in-depth interviews, observations, and document analysis.
The results of the study show that in supervising cafe and restaurant business actors in Pekanbaru City, this is done by the Pekanbaru City DLHK, but the supervision carried out by the DLHK is only limited to the initial administrative stage so that it is unable to detect problems directly, and there are several obstacles such as lack of personnel so that this becomes an obstacle in carrying out supervision. This causes many cafe and restaurant business actors in Pekanbaru to still comply with UKL-UPL, there are still many cafe and restaurant business actors who combine all types of waste from their businesses in one place and some even directly dispose of the remaining oil from their businesses into the gutter.
Even though the Pekanbaru city government has made regulations related to cafe and restaurant business actors to comply with UKL-UPL, and there are also regulations in the Republic of Indonesia Law Number 6 of 2023 concerning Job Creation, and the Pekanbaru city government has made Pekanbaru Mayor Regulation Number 130 of 2014 concerning types of business plans or activities that must have UKL-UPL and SPPL, there are still many business actors, especially cafes and restaurants who do not comply with these regulations. This shows that increased socialization and technical guidance from the local government is needed to increase the compliance of cafe and restaurant business actors in implementing UKL-UPL documents.
