This study aims to analyze Pekanbaru City Community Participation in the
Distribution of Pharmaceutical Preparations Without a Distribution Permit by the
Food and Drug Supervisory Agency in the Perspective of Law Number 17 of 2023
Concerning Health. The distribution of pharmaceutical preparations that do not
have a distribution permit can pose a health risk to the community. Therefore, active
community participation is very important in supervising the distribution of
pharmaceutical preparations without a distribution permit. This study uses empirical
legal research, namely research with field data as the main data source with data
collection techniques, namely questionnaires and documentation studies from the
community and other related sources. And analyzed using qualitative methods
supported by deductive thinking logic.
The results of the study show that public participation in monitoring the
circulation of pharmaceutical preparations without a distribution permit is still low,
influenced by a lack of knowledge, access to information, and trust in government
institutions. The level of reporting of suspicious drug findings in markets and online
platforms shows variation by age group, with the age group 21-30 years. Based on
Law Number 17 of 2023 concerning Health, the government is required to provide
clear information regarding the dangers of pharmaceutical preparations without a
distribution permit, as well as conduct awareness campaigns and training for health
workers to increase public understanding.
