Collaborative Governance Dalam Pelaksanaan Program Bapak Asuh Anak Stunting (Baas) Di Kecamatan Tambang Kabupaten Kampar Tahun 2023-2024
Stunting is a condition of impaired growth and development in toddlers due to prolonged malnutrition, recurrent exposure to infections, and lack of proper stimulation. The direction and policy for the implementation of accelerated stunting reduction are outlined in Presidential Regulation No. 72 of 2021 concerning the Acceleration of Stunting Reduction. One of the key policies to reduce stunting rates is the Foster Father for Stunted Children (BAAS) Program.
The Foster Father for Stunted Children (BAAS) Program is designed to improve the nutritional status of children or toddlers experiencing growth development issues, alongside conducting regular nutrition monitoring for the fostered children or toddlers. This study was conducted in Tambang Subdistrict, Kampar Regency. The purpose of this study is to examine the collaborative governance process in the implementation of the BAAS Program. The research uses a qualitative approach with a descriptive qualitative method, and data analysis was conducted using the Nvivo 12 Plus application. The study is based on the collaborative governance theory by Ansell and Gash, which outlines four key stages: face-to-face dialogue, building trust, commitment to the process, and shared understanding. The results of the study show that there is a relatively strong shared understanding among the actors involved, including the government sector, the private sector, and community institutions. This shared understanding was built through continuous socialization efforts and coordination meetings. A jointly agreed vision and mission—namely the collaborative and sustainable reduction of stunting rates—have become an essential foundation for maintaining the continuity of the program. The conclusion of the study is that the implementation of the BAAS Program in Tambang Subdistrict, Kampar Regency, has gone through a series of stages in the collaborative governance process. However, challenges remain, particularly regarding the involvement of private sector actors and the community. Discussions concerning the BAAS Program are still largely dominated by government actors, while participation from the private sector and the community is limited due to a lack of information, thus making the program's implementation less than optimal.
