Model Konsolidasi Tanah Berkelanjutan Untuk Pembangunan Infrastruktur Kota Pekanbaru
Background and objectives: The Pekanbaru City Government began to direct development to Tenayan Raya Sub-district which still has unutilised land, The urgency of this government office expansion policy regarding the elements of security and comfort regarding the existing conditions of government office facilities and infrastructure, elements of productivity, effectiveness and efficiency regarding the level of service and performance of government officials in providing public services to the community, and elements of sustainable principles regarding the development of the Pekanbaru City area. The development of this office certainly requires an access road to the area. Thering road is an important infrastructure in the development of a city. One of the road network development plans is the Trase 45ring road network plan (ring road 45), which is a road network system plan intended to direct and prevent regional / national movements that are trajectory (traffic trought) so that the movement does not burden the roads in the urban area of the Pekanbaru City area, Trase Sembilang Tebing Okura will connect the new office centre of the Pekanbaru City government with the centre of Pekanbaru City. Trase 70 ring road network plan. So far, the Land Consolidation process in the Pekanbaru City Government has only certain regional apparatus organisations (OPDs) playing an active role. The role of each OPD in the implementation of land consolidation is very determining the success or failure of Land Consolidation activities in Pekanbaru City. This research aims to (1). Analyse the existing condition of ring road infrastructure development in Pekanbaru City
(2). Analyse the impact of ring road infrastructure development on ecological, economic and social components in Pekanbaru City. (3). Analyse the dominant factors in the soil consolidation process for the Pekanbaru City ring road infrastructure. (4). Find a sustainable soil consolidation model for infrastructure development of Pekanbaru City.
Research methods: This research usesmixed methods, by combining quantitative and qualitative research, namely a combination research method by combining quantitative and qualitative research methods. This research was conducted in Pekanbaru City, the ring road project in Kecamatan Rumbai Barat (Kelurahan Muara Fajar Barat, Kelurahan Palas), Kecamatan Rumbai Timur (Kelurahan Okura, Kelurahan Sungai Ambang, Kelurahan Muara Fajar Timur), Kecamatan Tenayan Raya (Kelurahan Tuah Negeri, Kelurahan Industri Tenayan, Kelurahan Bambu Kuning), and Kecamatan Kulim (Kelurahan Kulim, Kelurahan Sialang Rampai) where the Ring Road Land Consolidation programme took place. GIS (Geographic Information System) based web sampling and interviews were conducted at the Pekanbaru City Land Office and the Pekanbaru City Land Office (BPN). Sustainability analysis uses the Rapland method, and model analysis uses ISM. Results and discussion: As a scientific contribution, this research proposes a model of ‘Sustainable Land Consolidation’ that can be implemented in urban infrastructure development. This model is expected to improve the effectiveness and efficiency of land consolidation, as well as strengthen the involvement of various stakeholders in urban infrastructure development.
