Musrenbang is an annual agenda where community members meet to discuss the problems they face and decide on medium-term development priorities. This research raises the problem of the lack of socialization carried out by government officials to the community to actively participate in development planning, then there are still many development programs that have not been realized one of which is the high funds spent as an obstacle in development. The research method used in this research is descriptive qualitative. The data sources of this research are interviews, observations, and documentation. The results of this study indicate that the role of the village government in the implementation of the 2023 musrenbang in Siborna Bunut Village Sosa Julu District Padang Lawas Regency North Sumatra Province is not optimal. There are inhibiting factors in the implementation of musrenbang in Siborna Bunut Village, namely the large number of proposals in the village musrenbang and the limited budget.
