ABSTRACT
The construction sector is one of the sectors with the highest work accident
rates in Indonesia. To reduce the number of work accidents, the government
issued Minister of PUPR Regulation No. 10 of 2021 concerning the Construction
Safety Management System (SMKK). This study aims to analyze the
implementation of SMKK in the Brain and Heart Hospital construction project in
Pekanbaru using the HIRA (Hazard Identification and Risk Assessment) method.
The study was conducted quantitatively on 74 respondents consisting of top,
middle, and entry-level through questionnaires and interviews. Risk assessments
were carried out based on the likelihood value and severity level. The results of
the study show that work risks are still widely found in main jobs such as the use
of heavy equipment, work at heights, and exposure to hazardous materials. This
study provides recommendations for risk control based on the control hierarchy to
support the implementation of SMKK and achieve the zero accident target.
