Analisis Kontribusi Dan Efektivitas Retribusi Parkir Terhadap Pendapatan Asli Daerah Kota Pekanbaru

This study aims to analyze the Contribution and Effectiveness of Parking
Levies to Pekanbaru City's Original Regional Revenue. This study is expected to
be used as a suggestion for the local government in order to determine the efforts
that the local government needs to make to encourage increased parking levy
revenue. In this study, the data analysis method used is a quantitative data
analysis method. Based on the results of this study, the contribution of parking
levies to original regional revenue shows a fluctuating tendency, and has an
average of 1.35% in 2013-2022. Meanwhile, the effectiveness of parking levies
tends to fluctuate with a trend that shows a decrease with an average of 68.15%.
Regional levy revenue needs to be increased in order to increase the effectiveness
of parking levies and support parking contributions to original regional revenue.
The discrepancy between revenue targets and realization in the field, as well as
the existence of irregular practices by parking attendants such as parking rates
that do not comply with regulations and the absence of tickets as proof of
payment, are factors that hinder the effectiveness of parking levy management.
This situation causes revenue leakage and is detrimental to regional cash.
Therefore, it is necessary to evaluate the collection system, improve supervision,
and implement an electronic parking system (e-parking) to increase the
effectiveness and contribution of parking fees to PAD in Pekanbaru City in a
sustainable manner.
