To overcome the problem of water crisis, at this time Dumai City Government is trying hard to increase the supply of clean water to provide a service to the community so that people can easily access clean water, and to improve the population's health, planning, budgeting, water supply has been made in the year 2007, the water supply program was implemented in the year 2008 to 2011, target 5000 installation of water connection leading to the planned homes have been installed and started testing the water flow in January 2010 yesterday, but by the end of 2012, the water flow is expected can not be enjoyed by the people, for clean water programs are not run according to the desired goal.
This study aimed to describe the factors - factors that affect the implementation of water supply in the city of Dumai, and identify the factors that most influence (dominant factor). The method used to address this problem is to use a descriptive method qualitative approach.
Based on the analysis of data obtained in exercising impelentasi programs that provide clean water in the city of Dumai there are factors - factors that influence the course of implementation, the factors - factors that affect impelementation clean water programs, the clarity factor of program objectives, level changes and the type of people who get benefits, executive characteristics and social, economic and political. Of these factors, the dominant factor in influencing the implementation of water supply in the city of Dumai is a social, economic and political
The suggestion that the author can give to overcome factors - factors that affect the implementation of water supply in the city of Dumai and to be acted upon by the City Public Works Department Dumai is increasing surveillance infrastructure construction projects undertaken by third parties and the political elite did not make water supply program as a tool to gain power.
