Efektivitas Pengawasan Izin Penyiaran TV Kabel Berlangganan Oleh Komisi Penyiaran Indonesia Daerah (KPID) Riau Di Kota Pekanbaru

The existence of cable TV channel network began to be the attention of Dishubkominfo Pekanbaru. Based on Dishubkominfo data, none of cable TV network in Pekanbaru has its operational licenses. Meanwhile, Dishub officers also encountered several technicians who are installing cable network for cable TV that has not been lincesed for its operation. The illegal practice was immediately stopped by the team of officers. The growth of cable TV in Pekanbaru very rapidly today and and this we can read in the print media about the proliferation of cable TV companies in Pekanbaru, thus it is necessary monitoring by the Indonesian Broadcasting Commission of Riau Area.
The theory used as an analysis in this study is from Handayanigrat (2005: 32) which says that effective monitoring can help efforts to organize the work to fit the plan related to The Monitoring Effectiveness for Broadcasting Licenses of Cable TV Subscription by Indonesian Broadcasting Commission for Riau Area (KPID) in Pekanbaru City.
Conclusions based on the objectives of the research is the effectiveness of direct monitoring conducted by the Indonesian Broadcasting Commission of Riau Area (KPID) For the broadcasting license of cable TV subscription has been done by commissioners, secretaries, staff and employees of the Regional Indonesian Broadcasting Commission (KPID). There are indirect monitoring for broadcasting license of cable TV subscription in Indonesian Broadcasting Commission for Riau Area (KPID) and those are based on officers report both orally and in writing after monitoring in monitoring room and down to field. The effectiveness of formal monitoring by the Indonesian Broadcasting Commission mfor Riau Area (KPID) conducted by commissioners, secretaries, staff and employees by visiting the cable TV subsription office directly to confirm the broadcasting license by first providing a notice to the cable TV subscription. On the effectiveness of non-formal monitoring in the Regional Indonesian Broadcasting Commission (KPID) of Riau Area, it can be concluded that the Regional Indonesian Broadcasting Commission (KPID) of Riau Area conducted the investigation without prior notifying the cable TV subscription that has expired its license. Administrative Supervision at the Regional Indonesian Broadcasting Commission of Riau Area (KPID) by looking at the licensing documents issued for cable TV subscription. The effectiveness of technical supervision by the Regional Indonesian Broadcasting Commission of Riau Area (KPID) is to check the technical condition of cable TV subscription. Factors that affect the effectiveness of supervision: Regulatory changes and orders sometimes create confusion in conducting monitoring, Errors / irregularities committed by officers.
