The purpose of this research is to describe and analyze the process of Participatory Development Planning in the Development of Medium-Term Development Plan (RPJMDes) and the factors influencing the Participatory Development Planning in Formulating the Village Mid-Term Development Plan (RPJMDes) in PangkalanBaru Village, Siak Hulu District Kampar
This research method using qualitative research methods with descriptive data assessment. In data collection, researchers used interview techniques, observation and study literature. By using key informant and informant afterwards as source of information.
The results of this study indicate that the development planning process in each village has not been well implemented. At the District Musrenbang level several stages of the development planning process have not been implemented, especially at the stage where the community has not been involved in deciding the priority of activities to be submitted to the district development planning process. And community participation in development planning in PangkalanBaru Village Siak Hulu District Kampar Regency is still low. Factors influencing Participatory Development Planning in preparing the Village Mid-Term Development Plan in Pangkalan Baru Village Siak Hulu District Kampar District is Focusing on Public Iinterest, Community Involvement, Synergy and Legality Planning.
