Implementation is a series of planned and gradual activities undertaken by the implementor who has obtained authority or orders in the form of laws affecting each other in the implementation of activities. In connection with the above matter, UPTD of Transportation of Sub-district Mandau-Pinggir which is the authorized party to implement the implementation policy of free school bus operation aimed to facilitate the students to go to the school especially those whose schools are not passed by public transport and to reduce the use of motorcycle by underage students. Based on that, the researcher is interested to study how the implementation of free school bus operation for students in Sub-district Mandau District Bengkalis.
Theoretical concept used is implementation based from George C. Edward III, which is said that in public policy implementation contains 4 variables; communication, resources, disposition/behavior of the executor and bureaucracy structure. The Purpose of this research is to analyze how the implementing and what factors that affect the implementation of free school bus operation for students in Sub-district Mandau District Bengkalis. This research uses qualitative method with illustrate and explain the existence problem with answers and problems based of facts that existed. In collecting data, researcher use methods of interview, observation, and documentation with snowball sampling method as the source of information and data analyzing with descriptive qualitative method.
The research result showed that the implementation of free school bus operation for students in Sub-district Mandau District Bengkalis by UPTD of Transportation of Sub-district Mandau-Pinggir has been good implemented and targeted so as to facilitate the students in Sub-district Mandau to their respective schools, reduce the use of motorcycle by underage students so that the number of accidents and traffic violations by underage in Sub-District Mandau decreased after this policy was implemented and the implementation of this policy was influenced by several factors that namely coordination and socialization.
