Strategi Dinas Kebudayaan dan Pariwisata dalam Mengembangkan Desa Wisata di Kota Pekanbaru
Based on the Regulation of Pekanbaru Mayor on 2008, No. 17 , Pekanbaru Municipal Government handed over the implementation of tourism, arts and culture to the Department of Culture and Tourism of Pekanbaru City that led by the Head of Department with the main task of implementing regional autonomy authority in the field of culture and tourism. This study aims to explain the strategy of Pekanbaru city government through the Department of Culture and Tourism in developing a tourist village in Pekanbaru City. Pekanbaru City Government has launched several villages as a tourist village in accordance with the Decree of the Culture and Tourism Head of Department on 2010, No. 84.
In this study the author uses the theory of strategy. To bridge the theory to the strategy of the Department of Culture and Tourism of Pekanbaru City in developing the tourist village, the author uses the frame of mind refers to the view of Higgins called Master Strategy. Higgins said the theory of strategy in developing the tourist village will consider aspects of enterprise strategy, corporate strategy, business strategy and functional strategy.
Department of Culture and Tourism of Pekanbaru City designed four urban villages that will become tourism object. Pekanbaru City Government through the Department of Culture and Tourism with the villagers create a tourism conscious group (POKDARWIS) and directly guided by the Head Department of Culture and Tourism and also make the villagers be members.
