Persepsi Masyarakat Desa Penarikan Terhadap Rencana Pembangunan Kawasan Teknopolitan (Techno Park) Di Kabupaten Pelalawan

The Pelalawan Regency Government in the context of a strategy to increase the capacity of human resources, technological knowledge and cooperation between stakeholders provides an inclusive environment by developing a Techopolitan Area. The development plan, causes changes in land use in the area of development planning for the Technopolitan Area. In contrast to the other 2 (two) villages that agreed with the government's plan, the Penarikan Village community still did not agree on the plan if their land was also included in the development plan of the Technopolitan Area. The attitude of the Penarikan Village community was a bottleneck in the process of developing a Technopolitan Area, because it was contrary to the plans of the Pelalawan Regency Government.
This research was conducted in June 2017 to December 2017 against the Penarikan Village community whose land is included in the plan of the Technopolitan Area and the regional government of Pelalawan Regency. This research was conducted using the mix methods research design, a research step by combining two forms of approaches in research, qualitative and quantitative. The first problem statement was answered through a quantitative approach and the second and third problem statements were answered through a qualitative approach. Determination of research samples using Slovin Formula and the determination of informants by purposive sampling which is considered to represent the criteria of the population. Primary data collection was conducted by guided interview to the sample of the Penarikan Village community whose land was included in the development plan of Technopolitan Area and in-depth interviews to informants from the Regional Development Planning Agency (Bappeda) in Pelalawan Regency, the Technopolitan Technical Implementation Unit (UPT), Pelalawan Regency Governance Office and Pelalawan Regency Environmental Agency. Secondary data was also obtained from the Regional Development Planning Agency (Bappeda) in Pelalawan Regency, the Technopolitan Technical Implementation Unit (UPT), and Pelalawan Regency Environmental Agency.
The results show that the Penarikan Village community still has a poor perception of the development plan of the Technopolitan Area. The development plan of the Technopolitan Area has not been well socialized by the local government so that it greatly influences the level of understanding of the Penarikan Village community to the development plan of the Technopolitan Area. The Penarikan Village community consider that they have sufficiently productive land but they also realize that they have limited education/knowledge and ability to work so this ultimately becomes a major factor in the community's poor perception of various matters relating to the development plan of Techopolitan Area. Based on the results of the research it is proven that the Penarikan Village Community has a good perception only of the things that they have actually felt the impact (benefits), such as the possibility of advancing infrastructure, which most people perceive well.
The role that has been pursued by the Pelalawan Regency Government in developing the quality of human resources is by utilizing the education zone of the 100 hectare Teknopolitan Area which is the education center of the Technopolitan Area in order to build higher education institutions, namely Pelalawan Technology College (ST2P). The other role that has been carried out by the Regional Government of Pelalawan Regency is the development of infrastructure. Infrastructure is a supporting factor for various community activities in a region. Improvements to the Simpang Langgam road access and the construction of the Pangkalan Kerinci regional government road - Langgam, in order to support facilities and infrastructure from and towards the Technopolitan Area, it has also indirectly assisted the community concerned with using the road, both on time and in terms of improving the economy.
The development plan of Technopolitan Area certainly can have an impact on various aspects of life in the surrounding area both from the economic, social / cultural and environmental aspects. The Pelalawan Regency Government has anticipated the possible impact with the existence of an environmental impact analysis on the development plan of the Technopolitan Area both at the pre-construction stage, the construction phase and the stage after the operation of the Techopolitan Area.
