Global climate change and biodiversity loss are two main ecological problems that are facing the world today (Skogen et al., 2018), which 25% of those problems are contributed by land use change (Le Quéré et al., 2018). After regional autonomy, Riau has a record as an area with the highest level of forest land use change (deforestation) on Sumatra Island even in the world on the period 2009-2011 (Margono et al., 2014). As a major state revenue for Riau Province and Indonesia, there is an opinion stating that the existence of the upstream oil and gas industry is one of the main factors that causing land use change (Harun, 2009).
Riau Province's spatial planning has not fully supported the upstream oil and gas industry, because it still leaves some of tenure problems related to the upstream oil and gas industry. There are 8,020 Ha of oil-producing operations in the Rokan Block which still overlap with the forest area based on the PermenLHK No. 878 of 2014 juncto PermenLHK No. 903 of 2016 map regarding Riau Province Forest Zone. This map is one of the source maps for the preparation of the RTRW (Regional Spatial Planning). The impact is that the upstream oil and gas industry are threatened to stop their activities in the forest area if clarity of status has not been obtained. One alternative solution that can be taken is through spatial planning policy interventions with "write-off / enclaving" (tenure amnesty). Spatial planning is one of the environmental control instruments according to UU No. 32 of 2009.
The study was conducted at the Rokan Block to analyze biophysical, social, economic, policy and forest land use change condition of Rokan Block in 2000-2014 and also to analyze factors that affected land use change (forest conversion) in 2000-2014. Analysis of influential factors in land conversion was carried out in two scales, namely the scale of the Rokan Block and the oil and gas field. The use of two scales in this study is intended to obtain an overview of forest conversion that occurs in the Rokan Block in general and oil and gas operations more specifically. The research is expected to provide recommendations for revision of existing forest spatial planning (PermenLHK No. 878 of 2014 juncto PermenLHK No. 903 of 2016) that supports the sustainability of the upstream oil and gas industry in the Rokan Block through tenure amnesty.
This research is a quantitative research with correlational approach, which is intended to see the relationship between the variables studied which is suspected to influence forest land use change or forest conversion. Based on the formulation of the problem, previous research and research objectives can be hypothesized as follows: biophysical aspects (distance from the river; rainfall; soil type; elevation; slope), social aspects (population; distance from settlements; distance from the road; distance from government offices) and economic aspects (distance from HTI; distance from HGU; the existence of the upstream oil and gas industry which is represented by the distance from oil and gas wells) and policy aspects are factors that influence land use change (forest conversion).
GIS analysis and multivariate statistics with spatial logistic regression were used as tools in this study. A number of raster GIS analysis were conducted on the research data to obtain variables that would be processed and examined. A number of pixels from the results of the raster GIS analysis were taken systematically with a grid of 1 km x 1 km, then logistic regression analysis was applied to determine which independent variables affect the conversion of forest land. The number of samples taken for this study were 5,125 samples for the Rokan Block scale and 655 samples for the oil and gas field scale.
This study concluded that the Rokan Block area experienced severe forest land use change or forest conversion in the 2000 - 2014 period. In this period the forest land use that covered in the Rokan Block decreased dramatically from 80% in 2000 to 42% in 2014. Land use change (forest conversion) on the Rokan Block scale was strongly influenced by biophysical (soil type), social (distance from settlements) and economy components (distance from HGU). On the other hand, changes in forest conversion on the oil and gas field scale were strongly influenced by the biophysical (slope) and social components (distance from the road).
Logistic regression that applied on the Rokan Block scale has an accuracy of 71.1% while the oil and gas field scale has 68.1% accuracy. Through the results of logistic regression, it is known that there are only 4 independent variables that have a significant effect on land use changes on the oil and gas field scale. They are slope, distance from settlements, distance from the road and distance from government offices. This is different from the Rokan Block scale which almost all hypothesized variables have a significant effect, except for the population of the 1986 TGHK policy variable.
The author reveals the pseudo relationship between the distance from oil and gas wells and forest land use change. On a broad scale like Rokan Block, distance from oil and gas wells seems has significant effect on forest land use coversion but actually it does not have significant affect the small scale like oil and gas operations. Because of this, the tenure amnesty policy could be applied on the existing forest area spatial planning (PermenLHK No. 878 of 2014 juncto PermenLHK No. 903 of 2016) towards oil and gas field scale (in scope of operations of the upstream oil and gas industry). The pseudo relationship found is the antithesis of other researchers who are likely to see the phenomenon of land use change (forest conversion) from a wider scale.
