Evaluasi Pengelolaan Sampah Kota Bukittinggi, Sumatera Barat
Garbage is currently a major problem in Indonesia, with increasing population, urbanization, changes in consumption patterns, people's lifestyles, economic growth, and advances in community technology, increasing the amount of waste generation, types and diversity of waste characteristics. Increasing the amount of waste in the city continues to increase because of this the need for waste management in each city. The city of Bukittinggi has carried out waste management with a collection-waste-disposal system. In waste management, policies, funds, etc. are needed.
The implementation of waste management does not escape the policies, sources of funds, human resources, infrastructure, community participation, and motivation. The implementation of existing policies, the adequacy of the budget, human resources and infrastructure and the good participation of the community in waste management will have a good impact on existing waste management. The city of Bukittinggi has policies, facilities, funds and human resources for waste management. The management that has been implemented is still not maximal because there is still visible trash scattered on several roads in the City of Bukittinggi.
This study aims to evaluate waste management in urban areas both in the context (policy), inputs (funding sources, human resources, infrastructure), processes (implementation of waste management, community participation, partnerships / networking, monitoring), products (compost and garbage bank). The research approach uses a qualitative approach with the survey method.
The results of the study indicate that existing policies do not exist because there are no funds used for the implementation of policies transferred to the construction of schools and hospitals. Whereas the handling of waste is delegated to DLH. The garbage problem returned to the era of 1984 when the garbage was not scattered in the city. In funding the City of Bukittinggi lacking 50% of funds, the funds received from the APBD amounted to 3.9 billion rupiahs while the funds needed were approximately 6 billion rupiah. There are many human resources but there is still no human resource that understands well with waste management. Of the total human resources there are 152 civil servants and 142 non civil servants only 4 people who have a high level of education. The amount of infrastructure can also support good waste management. At present the City of Bukittinggi only has 2 armrolls and 13 garbage trucks that are used to transport garbage to the landfill from the amount of rubbish dumped and the capacity of existing trucks is insufficient for transportation so that infrastructure facilities need to be added from 13 trucks to 19 trucks so that garbage can be transported all.
As a result of the research for the implementation of waste management, Bukittinggi City managed the waste-pick-up system. In collecting the government, there are spread forums such as trash bins, containers, but the distribution is still at some point so that there are people who throw garbage on the roadside. The role of the community is also still very minimal in the City of Bukittinggi because there are still many people who dispose of garbage out of place and there are still people who throw garbage into the river and burn it. For this reason, there is a need for monitoring to be carried out in 3 months, but the government does not do it only by gathering officers and discussing any problems or problems that occur.
Waste management in Bukittinggi city is also carried out by composting and garbage banks. The city of Bukittinggi has 2 compost houses run by the government and 2 compost houses in the form of a Self-Help Group (KSM). The results of exposure are used for city parks and sold to farmers for compost products from KSM. The garbage banks in Bukittinggi are 14 units but only 9 garbage banks are still active. One of them is a beautiful pearl waste bank, which can save 4 kg of garbage per day. The garbage that is saved is replaced with money, but if you want the garbage bank to work together with pawnshops by pawning Rp. 6000 for 0.001 grams of gold. But if you do not want to invest it in gold, the community can take the results of their garbage savings every month.
