Analisis Prioritas Perencanaan Pembangunan Energi Rendah Karbon Pada Sektor Transportasi Di Kota Pekanbaru
Global warming has become a worldwide concern. Global warming is caused by increasing greenhouse gases in the atmosphere. The most greenhouse gas is carbon dioxide (CO2). The biggest producer of carbon dioxide (CO2) comes from motor vehicles. The government will reduce greenhouse gas emissions by 26%. In the energy and transportation sector, the government targets 1% or 0.038 GtonCO2e. Almost all energy consumed in the transportation sector (99.7 %) come for oil fuels. Pekanbaru city is the capital of the metropolitan with the growth of motor vehicles that continues to increase as much as 1,18 % for five years than in 2010 The growth of motor vehicles being inflated with rapidly and use of fuel oil to cause CO and CO2 increase. Mitigation to reduce emissions in the transportation sector is the use of low-carbon energy.
Low-carbon energy is energy that produces less carbon dioxide fossils. The proposed low-carbon energy is biofuel, gas and electricity. Biofuels are fuels derived from the processing of biomass, their emissions are environmentally friendly and do not cause a significant increase in global warming. Natural gas fuel is low carbon, fuel a major component of the in natural gas is methane. Natural gas is considered more efficient because it has a more complete and cleaner combustion (clean burning) so that engine maintenance becomes cheaper and environmentally friendly. Electric vehicles are vehicles that use batteries as storage of electrical energy which will later be converted into mechanical energy by electric motors. This vehicle is categorized as a vehicle that does not emit exhaust emissions.
This study aims to analyze the estimated burden of CO2 emissions from the transportation sector and other sectors, analyze the potential and utilization of low-carbon energy, analyze the type of low-carbon energy transportation sector selected and acceptable in terms of social, economic, technical and environmental aspects, conduct analysis and planning strategies to be implemented in terms of social, economic, technical and environmental aspects in Pekanbaru City. This research approach uses a quantitative approach that combines qualitative and quantitative data inputs as well as survey methods.
The result of the research indicated CO2 emissions from the transportation sector contributed to decrease the carbon emission main compared to other sectors in the city. Based on the assessment of internal and external factors by respondents and analyzed using the SWOT-AHP method and integrating with desirability functions, gas fuels have a higher rating (0.569) compared to electricity (0.500) and biofuels (0.354). Gas fuel in terms of technical and environmental aspects, namely combustion of methane molecules with oxygen in the air will release one molecule of CO2 and two molecules of H2O, at room temperature conditions and standard pressure resulting from combustion of gas fuel does not release harmful carbon emissions. Reviewed from the economic aspects of the use of gas fuel, can save the public expenditure of Kota Pekanbaru until Rp. 1.000.000,-. Reviewed from the social aspect to get the same opportunity to use gas for the whole community it is necessary to build sufficient of gas refuelling stations, and conduct social education to the community.
The results of this study for the priority strategy planned to be implemented in the development of gas fuel is the W-O strategy, which is a competitive strategy which is a strategy for utilizing existing opportunities by minimizing existing weaknesses. The W-O strategy that can be accepted from technical and environmental, economic and social aspects is the optimization strategy of the Central Government regulations and aligned with the Pekanbaru local government policy to utilize the potential gas supply, the second strategy is that the Regional Government provides incentives and partners with PT. PGN (Persero) and PT. Pertamina (Persero) and the sole agent workshops in investing in the construction of gas refuelling station, providing cover kits and CNG vehicle workshops and a third strategy is to take advantage of cheap gas fuel price opportunities to be applied to public vehicles and official vehicles of the Pekanbaru City Government.
