This study explains that parking in big cities has become a common need, consequently the parking lot is more limited. So parking on street is something that is common. The formulation of the problems studied are: (1) How is the public response to on street parking in Bagansiapiapi - Fire? (2) What is the response of on-street parking users using existing parking services? (3) How is the problem of parking development in Kota Bagansiapiapi? This study combines two quantitative and qualitative approaches, with an incidental sample determination method. The results of the study found that for the formulation of the first and second problems, it can be explained generally the responses of users and non-users of parking in the road body to respond to the existence of parking on the road is not good (57.14%). Public dissatisfaction with parking services is due to the value factor which then leads to the action of the blessing of aggression. The value of the benefit of their existence is not so necessary, because without them parking on the streets is a necessity, should their existence will be orderly traffic and not only collect a fee but accompanied with real responsibility. 2. Main obstacles in parking in Bagansiapiapi - Fire, among others: (1) Not yet optimal the related Office in carrying out its function in providing parking services and lack of cooperation with the parking officer in the field. (2) Parking officers in the field are only charged with levying without providing adequate proof of levy and uniform. (3) Lack of caretaker human resources. The number of unbalanced human resources with the area to be monitored, causing ineffective parking control. (4) Public awareness that is still low to park the vehicle at the place that has been provided, causing tremendous congestion when it occurs during rush hours. From the results of the existing study, the suggestions that can be given from the results of this study are, among others: (1) The need for firmness and strict sanctions from the Department of Transportation, Communication and Information Rokan Hilir District to crack down on parking officers who do not perform its function properly . (2) The need for internal revamping of the Transportation Department in parking management for the improvement of service quality. (3) Customer complaints are required for consumers who are not satisfied to feel the parking service as an external quality control from the community as a service user. (4) Last is the enforcement of parking card special parking subscription. The purpose of enforcing the card is to make it easier for the public to show the members or the card and they do not argue with the parking attendant, as well as better supervision and prevent corruption among persons and parking officers.
