Small and Medium Enterprises (SMEs) play a role in the national economy, namely as instrumental in providing significant employment opportunities for the people of Indonesia. But in fact, the SME sector has disadvantages in capital providers. One of the domestic industry that is developing in Bagansiapiapi Rokan Hilir Subdistrict Bangko household peanut industry is at. This industry is a small industry that is handed down through generations, the capital used is relatively small and the technology used is simple. Therefore, this study discusses the empowerment of efforts in improving the production and management in order to overcome the problem of the decline in production and capital. The principal issues that will be examined by the researchers is how the empowerment of small industry players Nuts At the District in the City Bangko Bagansiapiapi and How empowering groups conducted by the Department of Industry and Trade of Rokan Hilir with qualitative descriptive research. The results showed that the empowerment program conducted by the Department of Industry and Trade of Rokan Hilir, among others: training on the cultivation of beans o'clock, manufacture up to packaging, business development results sewage beans o'clock into business value, follow exhibitions, conduct comparative study to groups / other employers to add insight to the group, establish marketing relationships with Industry and Trade and the PKK. In addition, the empowerment program was also conducted by Bapermaskin and Disperindag in empowering the industry group households beans at City Bagansiapiapi among others: identifying the needs of the group, the provision of capital in the form of tools, empowering the potential of human resources, knowledge development group, procurement Trading Business License , So the result of the empowerment are business people can have more insight into the management and marketing so as to overcome any problems faced.
