This research is background by illegal retribution on CPO trucks made by thugs in Dumai City that have occurred long ago. Although community resistance but illegal retribution continue to occur. This study uses the theory of social exchange. The purpose of this study is to find out the social exchange that occurs between thugs, the social exchange between the driver and the thugs and the efforts made to combat illegal retribution. This research uses qualitative research method. Qualitative methodology as a research procedure that produces descriptive data in the form of written or oral words of people and behavior that can be observed. Data collection techniques that researchers will use is to use an interview method which is a form of verbal communication or conversation with the intention of obtaining information from the object, and the method of observation. Data analysis using qualitative descriptive. The results of this study the authors found trjadi social exchange either between thugs or between thugs and truck drivers CPO. Actions taken in the handling of illegal levies include two things: prefentive action and repressive action. So the authors provide good advice for the local community, police and government to coordinate to prevent illegal retribution.
