Motorcycle as transportation which is the most thing that used by people, for long or short distance. The movement of people from the Pelalawan regency to the city of Pekanbaru or surrounding areas will be passed by distrubed are of traffic accident (Black Spot) which exactly happen at 30-34 Kilometers of Bandar Seikijang regency the recorded of the unit of Police Traffic Accident in 2015 has given imformation about the number of recorde traffic accident as: There are 14 traffic accidents has happen, 9 deaths, 4 admidst the optimism severe injure, 16 were in minor injure. In 2016, the first quarterly until the second quarterly (January until July 2016), that recorded 18 traffic accidents have happen, 9 deaths, 4 admidst the optimism severa injure and 19 were in minor injure. The traffic accidents data above shows the number of motorcycle in traffic Police station in Bandar Seikijang area of Pelalawan regency showed a tendency to increase from in 2015. The traffic laws No. 22 in 2009 and road transportation. Contains of manual instruction that must be obeyed by motorcylist. The lack of knowledge and understanding of rules seen from the behavior while driving.
The result of the study in accidents area (black spot) at 30-34 Kilometer in Bandar Seikijang area, showed that: rider factor (road user), road conditions factors (road environment), vehicles factors (vehicles) were caused the traffic accident happen at that location. The behaviour of motorcylist in the perspective of sociology can be reviewed from several behavioral theories found by sociologists, among others : The Theory of Social Action (Max Weber), Theory of Action (Robert Hinkle), Theory of Phenomenology (Alfred Schutz), The Theory of Behavioral Sociology (B.F Skinner), The Theory of Rationality (Max Weber). Preventive measure undertaken by the Police to reduce accident at the site of the accidents prone among other (black spot): mounting sign, counseling directly to the public, and Giat Patrol Program (PGP) for traffic safety.
