Pengelolaan Berkelanjutan Ekowisata Hutan Larangan Adat Kenegerian Rumbio
One of the optimal decisions to utilize forest resources is to develop tourism with the concept of ecotourism. In this context the tour carried out has an integrated part with conservation efforts, empowering the local economy and encouraging higher respect for cultural differences. Simply put, the concept of ecotourism connects natural tourism trips that have a vision and mission of conservation and environmental love. This can occur because the fiscal benefits derived from the cost of travel are also used for nature conservation needs and improvement of the welfare of residents. On the other hand, the concept of ecotourism is also directed to maintain the local culture and not violate human rights (HAM) and demographic movements. The forest area which will be developed ecotourism with sustainable management is The Customary Forest Prohibition of Kenegerian Rumbio in Kampar District. Kenegerian Rumbio Indigenous Forest is a forest area maintained by the Kenegerian Rumbio Indigenous people. Sentra Penyuluhan Kehutanan Pedesaan (SPKP, 2015) The area of The Customary Forest Prohibition of Kenegerian Rumbio continues to decrease from 570 Ha initially, in 2013 only 499.30 Ha located on a slope of around 10-20% with an altitude between 30 to 70 masl, geological formations around the Kenegerian Rumbio Adat Prohibited Forest are alluvial plain areas and their land units include red-yellow podsolic species with deposited rock parent material. Administratively the Prohibition of Customary Forest Kenegerian Rumbio is located in Kenegerian Rumbio, Kampar District, Kampar Regency with northern boundaries bordering with Kampar Utara District, south bordering Kampar District left, West bordering Bangkinang District, and East bordering Kampar Timur District.
The Customary Forest Prohibition of Kenegerian Rumbio have biophysical conditions that support the development of ecotourism, but there are still some constraints in the development of ecotourism. Ecotourism management in The Customary Forest Prohibition of Kenegerian Rumbio has already existed and the formation of Pok Daris (kelompok sadar wisata) under the Decree of the Tourism and Culture Office of Kampar District No. 192 / DPK-PAR / 57, over time and there are some obstacles in the development effort so that ecotourism management does not run smoothly and stagnates. This phenomenon is the reason for researching the determination of sustainable ecotourism management in The Customary Forest Prohibition of Kenegerian Rumbio. Research on sustainable ecotourism management for The Customary Forest Prohibition of Kenegerian Rumbio aims; 1) Analyzing the ecological, economic and socio-cultural conditions of The Customary Forest Prohibition of Kenegerian Rumbio. 2) Analyzing the potential of ecotourism in The Customary Forest Prohibition of Kenegerian Rumbio. 3) Analyzing the sustainability status of The Customary Forest Prohibition of Kenegerian Rumbio Management ecotourism. 4) Designing sustainable management of The Customary Forest Prohibition of Kenegerian Rumbio ecotorisme.
The study was conducted from August 2019 to October 2019, in the Panoghan zone of The Customary Forest Prohibition of Kenegerian Rumbio, Dusun V Danau Siboghia, Rumbio Village, Rumbio Jaya District, Kampar Regency. Research methods include survey methods, in-depth interviews, field observations, and measurements. Analysis of the data in the study included analysis of vegetation importance value index (INP), level of diversity of flora and fauna (H '), descriptive analysis to determine the economic and socio-cultural conditions of the community, and the potential of ecotourism and MDS analysis with the Rap-InsusEco technique to determine the level of sustainability management of The Customary Forest Prohibition of Kenegerian Rumbio.
Based on the research that has been conducted, the ecological conditions of The Customary Forest Prohibition of Kenegerian Rumbio are a source of springs, biodiversity habitats and flora and fauna diversity which are classified in the medium category (H ≤ 1 H ≤ 3). The economic conditions of the community based on the average income of the people are equal and or equal to the UMR of Kampar District, which is Rp. 2.7.19,000. The social conditions of the community participated in maintaining and managing The Customary Forest Prohibition of Kenegerian Rumbio. The Customary Forest Prohibition of Kenegerian Rumbio has the potential to develop ecotourism from the ecological aspect of biodiversity and landscape. Economic aspects, namely business partners, community income and aesthetic services. Socio-cultural aspects, namely culture, history, and local wisdom of the community. The status of the sustainability of the ecotourism management of Customary Forest Prohibition of Kenegerian Rumbio is currently multidimensional in the category of moderately sustainable. The results of the analysis of each dimension show that the ecological dimension of sustainability index (72.5%) and socio-cultural dimension (51.6%) which means that it is quite sustainable and the economic dimension (33.4%) which shows less sustainable results.
