Pengelolaan Daerah Tangkapan Air Waduk Pembangkit Listrik Tenaga Air (PLTA) Koto Panjang Berkelanjutan
Riau Province has many lakes and reservoirs, one of which is the Koto Panjang hydropower reservoir, the Koto Panjang hydropower reservoir ecosystem is a dimensional composition of the Catchment Area (DTA), waters to the socio-economic community. Koto Panjang Hydroelectric Reservoir has an important role for the surrounding community, most people use the reservoir ecosystem to meet their daily needs.
The catchment area in the Koto Panjang hydropower plant is from West Sumatra Province and Riau Province. The main pressure that is a factor in the decline of the function of the DTA is the conversion of land for economic activities and uncontrolled land clearing that threatens the function of the DTA. Water catchment management needs to be done to maintain the continuity of the Koto Panjang hydropower reservoir and support sustainable development.
The sustainability of the Koto Panjang hydropower reservoir has faced very serious problems in recent years, unstable water continuity, drought during the dry season and flooding during the rainy season have caused the power plant to not function optimally. One way that can be done to clearly identify the problems in the Koto Panjang Hydroelectric Reservoir is to conduct a sustainability analysis on ecological, economic and social aspects, by knowing the main problems in the Koto Panjang Hydroelectric Reservoir we can arrange steps in managing reservoirs The Koto Panjang hydropower plant is sustainable.
Based on interviews with ecological conditions, it is known that there are still activities over land use, illegal logging and land clearing systems by burning, this will have a negative impact on the sustainability of the Koto Panjang hydropower reservoir, but at the research location there are customary forests and reforestation activities or afforestation which has a positive impact on the sustainability of the catchment area.
Based on the results of community interviews conducted on economic conditions at the study site, it is known that most of the population have an income below the UMR / UMK set by Kampar District, besides that there are still community activities that use wood and non-timber forest products to increase income, this will adversely affect the continuity of functions of the Koto Panjang Hydroelectric Reservoir so that management needs to be done to increase community income. While the social conditions at the study site showed that most of the respondents had a junior-high school education and some people did not know the catchment area, this would have an impact on their participation in maintaining the catchment area being low.
The results of the sustainability analysis that have been carried out on the ecological dimension are categorized as quite sustainable with an index of 52.31, where the index value of 51-75 is classified as quite sustainable. Based on the results of the sustainability analysis that has been carried out on the economic dimension, it shows that the sustainability index is categorized as less sustainable with a value of 39.26, where the index value between 26-50 is classified as less sustainable. The results of the laverage analysis show that there is only one very sensitive attribute that is related to community income.
Based on the results of the sustainability analysis that has been carried out on the social dimension, it shows that it is less sustainable with an index of 41.98, while the index value that shows quite sustainable is 51-75 and 76-100 sustainable. The results of the laverage analysis that have been carried out show that there is one attribute that has the greatest sensitivity compared to other attributes, namely the level of public knowledge of the existence of the catchment area.
Multi-dimensional sustainability analysis is done by combining all dimensions, namely ecological, economic and social dimensions. The results of the multi-dimensional sustainability analysis showed an index of 44.07, which was classified as less sustainable. Management efforts need to be made to improve the sustainability of the function of the Koto Panjang hydropower reservoir, management efforts are formulated based on sensitive values in each dimension. Some management efforts to maintain and improve the function of the catchment area suggested from this study are:
1. The Department of the Environment cooperates with related agencies to carry out reforestation and afforestation of open land especially those close to rivers.
2. Department of agriculture and stake holders Conduct environmentally friendly agricultural training and establish or strengthen institutional farmer groups and fire-care communities.
3. Working closely with relevant agencies to develop the potential of natural resources such as tourist attractions as alternative livelihoods to increase community income.
4. The Office of the Environment needs to increase socialization and outreach to communities in the Koto Pajang Reservoir reservoir catchment area about the importance of protecting the catchment area.
