Pelaksanaan Fungsi Koordinasi Dalam Rehabilitasi Pecandu Narkotika Dan Obat-Obatan (Narkoba) Di Kabupaten Kuantan Singingi Tahun 2018

Abstract
BNNK Kuantan Singingi is the coordinating field for drug abuse
rehabilitation in Kuantan Singingi Regency. The processing of drug abusers until
they are rehabilitated, involves many agencies, including the BNNK, BNNP, the
social service, the police and the health sector. Therefore, good coordination is
needed so that drug abusers in Kuantan Singingi Regency can be rehabilitated
properly. This study aims to: (1) analyze the implementation of the coordination
function in the rehabilitation of Narcotics and Drugs (Narcotics) addicts in
Kuantan Singingi Regency in 2018; (2) knowing the obstacles to implementing
the coordination function in the rehabilitation of Narcotics and Drugs (Narcotics)
addicts in Kuantan Singingi Regency in 2018. This research is included in
qualitative research. The research data were collected using interview techniques.
Where the data source comes from key informants and informants with a total of 7
people. Based on the research results, it is known that: (1) the implementation of
the coordination function in the rehabilitation of drug addicts in Kuantan Singingi
Regency in 2018 has fulfilled the coordination mechanism, namely the existence
of policies, the existence of plans, and the existence of procedures and work
procedures. The wisdom in question is the direction of rehabilitation goals. The
plan includes a way to carry out rehabilitation as stated in the Regulations related
to rehabilitation, a time frame for the implementation of rehabilitation, and a team
of doctors and psychologists to carry out rehabilitation. Work procedures and
procedures include the existence of various parties involved in rehabilitation, both
from the law and human rights, the social sector, the police, and the BNN; (2)
impediments to the coordination function are caused by the lack of human
resources available in the rehabilitation section of the BNNK Kuantan Singingi.
So that there are obstacles in the form of physical obstacles, because of the
distance between the people in the rehabilitation section of the BNNK Kuantan
Singingi and the people in the rehabilitation section of the Riau BNNP, the impact
is the discomfort in delivering messages well.
