The objectives of this research is to in Lembaga Pemasyarakatan Terbuka III Rumbai, Pekanbaru. To find out the mechanism of prisoner so cialization in Lapas, to analyze what make it difficult for prisoneris to socialize, and explain what efforts are being made to overcome obtades to the implementation of prisoner socialize.this research was condurted in a qualitative approaches, with sourcies of research are primary and seconday data. This has seen by the fact that the abilty of prisoners to socialize in Lapas Terbuka III Rumbai, Pekanbaru. Seen from prisoners able to socialize interact. Integrate, and produce nem culture in their lives.the in this research thesis the researcher gives recommendations to the government to turther improve and complete the facilities and infrastructure in Lapas Terbuka III Rumbai, Pekanbaru. In addoition the government also pays more attention to the education of prison officers, it is hoped that the high school level shouid be expected but they have at least a D3 education that is an expert in the field so that the training and improvemnet of the quality of prison mangement is better. As well as more use of vas land, to help develop the process of fostering prisioners in Lembaga Pemasyarakatan Terbuka III Rumbai, Pekanbaru.
