The big issue raised in this research is the substantive issue related to the empowerment of the poor. Non-Cash Food Assistance (BPNT) organized through e-Warong is proposed as the focus of analysis in order to measure and elaborate on the factors that affect the implementation of BPNT. The objectives of this study consisted of (1) measuring and analyzing the effect of implementing the empowerment of the poor in BPNT which was channeled through e-Warong on the fulfillment of KPM BPNT's life needs in Pekanbaru City in 2017, and (2) analyzing the effectiveness of implementing BPNT through e-Warong in the City. This research is a type of explanatory quantitative research that measures the influence of economic variables (X1), access (X2), socio-culture (X3), and politics (X4) on meeting the daily needs of KPM BNPT Pekanbaru City. Data were collected by survey techniques using a questionnaire as a research instrument. Cluster sampling was applied in five sub-districts with the most KPM in Pekanbaru. Furthermore, the data were analyzed by multiple linear regression analysis using SPSS version 23 software.
