Penerapan Schedule Risk Analysis Pada Proyek Pembersihan Lahan Terkontaminasi Limbah
The project clean-up Crude Oil Contaminated Soil (COCS) is the work of separating soil contaminated with crude oil and processed by processing technology at the Soil Bioremediation Facilities (SBF) storage facility. COCS of segmentation that has occurred decades ago, this construction work is based on the location and distribution of contamination from the waste (delineation), and the depth of this segmentation varies from ground level to a depth of 90 cm. In general, the process of clean-up COCS is carried out in 3 stages, are preparation, cleaning, and transportation. This project was awarded by PT. EPE to PT. PP as the contractor and supervised by PT. SMBR.
Problems that are often faced in the construction project are not identified and not handled by risk factors in project implementation, resulting in obstacles in achieving project objectives in the fields of time, cost, and quality. Besides the risk factors, the scheduling planning method is also an important factor in achieving project goals on time. Scheduling is part of the project planning process, where planning is part of the project management process. Scheduling that has been used so far using the Critical Path Method (CPM) is deterministic scheduling and during project implementation, it is often found that the project schedule inaccuracy is due to the uncertainty and risk factors. To provide a solution to the real problem of the inaccuracy and confidence level of this scheduling, it is necessary to implement Schedule Risk Analysis or probabilistic scheduling at the planning phase. So that it is known the level of confidence from the planning that has been set, which is at a confidence level of 80%, and also prepares a mitigation plan from the risks that arise during implementation.
This research to identify the risks that cause project delays based on historical validation of previous project data that are expected to more ap in the future clean-up project and implementation Schedule Risk Analysis which is carried out on a project with an experimental study on clean-up COCS project at the planning stage. This application is based on 3 model schedules (basic risk model schedule, pre-mitigation risk model schedule, and post-mitigation risk model schedule) this model is running by Monte Carlo simulation (Primavera Risk Analysis).
The results of research showing that the top 3 ranking factors causing delays in clean-up COCS project were the uncertainty of soil conditions (type, depth of COCS), the availability of inadequate construction equipment (excavators, dump trucks), and insufficient and late stockpiling of soil material. Implementation of Schedule Risk Analysis on clean-up COCS projects with a probability of 80% (P80) in the risk model schedule before mitigation where the project delay is 146 working days (P80) and after the mitigation plan the project delay is 87 working days (P80), resulted in a 59 working days acceleration of the pre-mitigation model schedule. Mitigation in the early stage of planning at the delineation stage through improved survey dan delineation methods can increase

cost allocation, but in this implementation will reduce costs and even reduce project delays. With the implementation of this mitigation plan, it can reduce project delays by up to 59.58%, then the project team needs to carry out the determined mitigation plan steps to minimize the risks that will arise during implementation so that the estimated completion of the project can be achieved.
