Mitigasi Risiko Denda Keterlambatan Dengan Lean Sigma Pada Proyek Multidisiplin Minyak Dan Gas
CS WUR A NG Duri contract project is one of several oil and gas
multidisciplinary construction project contracts in Duri bengkalis riau district,
with a high level risk of penalty because it has many types of late penalty and
work types from Work/Service Request (WR/SR). Owner already assigned 18
official penalty letters to contractor from 2014 to 2018. Total late penalty that has
been given to contractor is IDR. 18,042,191,666.58 from IDR.
855,699,429,153.00 contract value. This late penalty consists of 479 WR/SR
(39.92%) of total 1200 SR that owner already implement to contractor. Based on
this data obtained almost half of which is 39.92% more amount of WR/SR
streaked penalty by owner.
This research objectives to identify largest types of penalty and type of
works, dominant factors and performance optimization that encoutering from late
penalty. The research approach used is a quantitative approach using a research
instrument in form of questionnaire. First step in this research is to evaluate
progress of plan and actual. Then from reference of related journals prepared
questionnaire of 40 variable’s for construct validity tested with judgement expert.
Results of construct validity, questionnaire obtained 12 variable’s which were
then tested on 25 respondents for stage of content validity and reliability testing.
Final result obtained 11 variable’s from questionnaire after reliability test. Data
analysis method for identified factors causing delays used Relative Importance
Index (RII) method. Analyzing optimum of duration before mitigation used
stochastic analysis assistance of Primavera P6 Profesional R8.2 and @Risk 5.5
aplication. Risk mitigation and performance optimization are carried out on a
series of works that are on a critical path using lean sigma method.
Results of research showed that most types of penalties that occurred were
penalty for late closing of WR/SR (COD), which was 72.26%. Type of WR/SR
work scope discipline that experienced highest value late of penalty was
EARTHWORK & CIVIL, which was 59.81%. The 3 biggest ranking factors
causing delays in CS WUR A NG Duri contract project using Relative Importance
Index (RII) method are: 1) Preparation of incomplete project data backup
documents (ORII 0.792%), 2) Poor project management experience in project
implementation phase (ORII 0.784%) and 3) Delay in equipment procurement
(ORII 0.776%). Based on stochastic analysis in estimating duration of delay,
probability of success with 95% confidence level is 396 days from actual duration
418 days. Performance optimization using lean sigma method after analyzing 4
(four) works that are on critical path, optimal duration 95% confidence level is
372 days, which is 89% of actual duration.
