Kemandirian Petani Kelapa Sawit Dalam Menerapkan Ispo Pada Kelapa Sawit Pola Swadaya Dikabupaten Kampar
ABSTRAK
Indonesia is a major producer and exporter of palm oil in the world. The high
international market demand for environmentally friendly palm oil is the reason
for the Indonesian government to issue the Indonesia Sustainable Oil (ISPO)
policy. This study aims to describe the type of oil palm farming carried out by oil
palm farmers in Kampar Regency, and to analyze the empowerment and
independence of self-help oil palm farmers in applying ISPO standards in Kampar
Regency. This study uses primary data and secondary data with a sample of 90
people, consisting of a total of 30 people per each sub-district, namely Tapung
District, Tapung Hulu District, and Tapung Hilir District. The data analysis
method used in this research is descriptive analysis and Likert scale. Descriptive
analysis is used to answer the first objective of the study, which is to describe selfhelp
oil palm farming by farmers in replanting according to the ISPO concept in
Kampar Regency. The Likert scale is used to answer the purpose of analyzing the
empowerment and independence of self-help oil palm farmers in applying the
ISPO standard in Kampar Regency using an ordinal scale, which is guided by the
Likert scale. The results showed that the description of the independent
smallholders' gardens in Kampar Kaupaten was still in poor condition. The
cultivation practice of independent smallholders is not yet in accordance with the
standards of oil palm plantations and the level of empowerment of independent
smallholders in applying the ISPO principle in Kampar Regency is on average
still in the underpowered category. The level of independence of farmers in
applying the ISPO principle is also still in the category of Less Independent. The
results of Independence are the result of the lack of knowledge of farmers in
making decisions based on ISPO principles, so that the three research locations
have not been carried out properly and optimally in independence.
