Implementasi Kebijakan Kartu Indonesia Pintar Bagi Siswa SMP Di Kecamatan Pekaitan Kbupaten Rokan Hilir
The title of this research is the Implementation of Smart Indonesia Card Policy
for Junior High School Students in Pekaitan District. The research was conducted
because of the encouragement from the community to find out about the Smart
Indonesia Card policy in Pekaitan District. It is hoped that this research can have a
positive impact on all groups, namely a more transparent policy.
The approach used in this research is descriptive qualitative. The technique
used in data collection uses observation, interview and documentation techniques
while the data analysis technique used is data validation technique (drawing
conclusions).
The result of the research is that the Smart Indonesia Program in Pekaitan
sub-district has been implemented since 2015 until now. The procedure for
implementing the Smart Indonesia Card Program consists of 6 stages, namely: (a)
the proposal stage, (b) determination of recipients (c) socialization to parents, (d)
distribution of funds/disbursement of funds (e) withdrawal of funds in cash by
students ( f) monitoring the implementation of PIP. For use for: Buying books and
stationery; Purchase school/practice uniforms and school supplies (shoes, bags,
etc.); Finance the transportation of students to school; Student pocket money; The
instructions for implementing KIP do not specifically mention the steps taken by
schools in monitoring or supervising the use of KIP funds. Schools are also not
required to make accountability reports related to the use of KIP funds because the
KIP scholarships are not managed by the school, the school is only a facilitator and
forum in the PIP program. From an evaluation it can be seen a success of a program.
The Evaluation System for the Implementation of the Smart Indonesia Program
Policy for junior high school students in Pekaitan District was assessed to have been
effective in accordance with technical guidelines based on the policy itself, its
implementation and use.
The conclusion that can be drawn in this study is that the implementation of
the KIP policy for junior high school students in Pekaitan District, Rokan Hilir
Regency has been running in accordance with existing technical instructions, but
when viewed from another point of view outside the technical guidelines, there are
still frauds such as cutting costs unilaterally and too much. large, different
disbursement dates so as to cause social jealousy from various circles. It is hoped
that the KIP policy will continue to develop and be more transparent so as to make it
easier for the community to obtain their rights in accordance with the policy
objectives, disbursements are carried out simultaneously to prevent social jealousy
between those who have been liquidated and those who have not,
