Strategi Pemberdayaan Masyarakat Untuk Meningkatkan Partisipasi Dalam Pengelolaan Sampah Rumah Tangga Melalui Bank Sampah Di Kota Pekanbaru
Pekanbaru City is one of the ten largest cities in Indonesia, with an area of 632.27 km2 and has a population of about 1.3 million inhabitants. Dealing with the number, it is not surprising that the pattern of production and consumption in Pekanbaru City is also high. This fact also leads to waste production in Pekanbaru City to increase every year. The Sanitation and Landscaping Service in Pekanbaru reveals that Pekanbaru is capable of producing 500 tons of waste per day. On average, 2.6 kilograms of waste is produced per resident every day. As one of the steps to reduce the waste problem in urban areas, the Ministry of Environment has developed a waste bank.
The aim of this study was a society empowerment strategy to increase community participation in household waste management through the Waste Bank in Pekanbaru City.
This study used a SWOT analysis before determining the main strategy. In determining the main strategy using the Analytical Hierarchy Process (AHP). The AHP process is carried out in 4 stages : (1) data collection through pairwise comparison questionnaires to waste management informants, DLHK, RT heads and Puskesmas officers; (2) make a pairwise comparison matrix, according to the pairwise comparison questionnaire. (3) perform an analysis in the normalization matrix, in order to determine the strategy priority vector and (4) test the consistency ratio.
The level of society participation in household waste management through waste banks in Pekanbaru, by measuring the level of success through 3 main dimensions or indicators, namely; (1) providing opportunities for the society to participate, (2) the willingness of society to participate, and (3) the ability of society to participate, it can be concluded that there is a will or willingness of the community to participate, but the society’s willingness is not supported by the provision of opportunities to participate and does not have the ability to participate in household waste management through waste banks.
The results of customer perceptions of the participation variable indicated the adequacy or the willingness of the society to participate. However, the provision of opportunities for the community to particpate and the ability of the society in managing household waste through waste banks is low. This indicated that empowerment to increase community participation in household waste management through the Pekanbaru City waste bank carried out by the waste bank manager and related parties was still low or not in accordance with the established indicators.

Society empowerment in managing household waste through waste banks in Pekanbaru City is not in accordance with the indicators. However, for the conative and affective indicators on the independence dimension, there is still sufficient conformity to the attributes of the willingness of society to maintain environmental cleanliness, willingness to be involved in the waste bank program, and willingness to participate in waste bank activities, in order to increase income.
The results of community empowerment testing through in-depth interviews with waste managers, DLHK, RT heads, as well as observations to the community and physical evidence of waste bank facilities and infrastructure, found the following main problems:
(1) Society empowerment in the management of household waste that has been carried out is mostly only in the form of socialization activities regarding a clean and beautiful environment and the process of sorting inorganic waste.
(2) In implementing empowerment to increase community participation in household waste management, waste banks do not have relevant manuals or guidelines.
(3) In the implementation of community empowerment activities and other waste bank operations, the waste bank is only supported by 1 person who holds concurrent positions as director, administrator and empowerer.
(4) To increase community participation in household waste management through waste banks, waste banks have not been maximal in empowering in the form of training activities for sorting organic and inorganic waste by type, making recycled products from inorganic waste, and making compost from organic waste.
(5) In community empowerment activities, waste banks are not supported by community workers who are tasked with enabling or facilitating; strengthening (empowering); protection (Protecting); and support (Supporting). In addition, the waste bank has not collaborated with universities as partners.
(6) In supporting the operational activities of the waste bank, the Pekanbaru City government through the DLHK has not provided sufficient budget.
The achievement of empowerment in the dimensions of empowerment, the dimension of independence and the interpretation of empowerment results in the inappropriate category, in line with the perception of the level of community participation in household waste management through waste banks in the low category or not in accordance with the indicators. Besidesm there is a relationship between the indicators on the dimensions of providing opportunities for the community to participate, the community's willingness to participate, and the ability of society to participate in the participation variable, with indicators on the empowerment and independence dimensions on the community empowerment variable.
Thus, empowerment needs to be undertaken in increasing the participation of society in household waste management through waste banks in Pekanbaru City. The strategy that is considered more important to increase the participation of society and the success of society empowerment is the development of a

management system and community empowerment capacity in managing household waste through waste banks.
The program to improve the empowerment control system is needed in order to guarantee the quality of the implementation of the empowerment system, by conducting recruitment of assistants (workers community) and collaboration with related universities, as pioner and transfer of knowledge in environmental management and waste management.
The success of recruiting assistants is based on expertise in environmental engineering and expertise in management. The empowerment of society through the role of facilitators is expected to eliminate weaknesses in the community empowerment management system. The use of assistant staff will be able to assist the waste bank in formulating a guidebook for community empowerment in household waste management that is relevant and easy to be implemented.
