Analisis Masuknya Belt And Road Initiative Ke Asean Dan Identitas Yang Dipromosikan Tiongkok
The ambitious global project of China’s Belt and Road Initiative (BRI)
sees ASEAN as one of its key targets. ASEAN itself has much to gain from the BRI,
there is potential for a mutual benefit from it. However, the are also concerns
related to the BRI regarding power asymmetry, one-sided benefits, fears of debttraps,
and dependency on China. In order to alleviate such concerns, China has
promoted itself as a friendly partner that only has the best interests of all parties
involved that is completely removed from ideas of domination.
The aim of this research is to analyze the implementation of BRI and how
much it fits with the identity that is promoted by China. The elaboration of
China’s promoted identity is provided and analyzed, whilst it’s implementation in
a number of ASEAN member countries are studied to see how the actual practice
of the BRI compares to the ideal that is sold by China. China is shown to base
their identity on the historical aspects of the Silk Road, the potential for an
alternative global development path, and the Five Roads of the Belt and Road,
which are: The Road of Peace, Road of Prosperity, Road of Openness, Road of
Innovation, and Road Connecting Different Civilizations. Through these concepts
China puts forth an identity with universally good intentions that intends to value
peace, build a common future together, and bring the world closer together. They
promote themselves as a force for positive change in the world.
The result of the study which was done by looking at the implementation of
BRI in several ASEAN countries such as Laos, Myanmar, Vietnam, and
Cambodia, show that the implementation of the BRI does not fit the identity that is
promoted by China. BRI serves China the most and a degree of exploitation and
one-sidedness in terms of benefits can be seen. Therefore, in reality, there can be
found a deviance in the implementation of the BRI in ASEAN from the identity that
China is promoting through it, which puts into question the validity of the identity
that China promotes through the BRI.
