Faktor-Faktor Keberlanjutan Sarana Air Minum Program Pamsimas Di Kabupaten Indragiri Hulu
Clean water is a very important resource for human life, to achieve the health
and welfare of the community. The government targets 100% access to safe drinking
water (Bappenas, 2019). Obtained from the Public Works Minimum Service
Standards report for 2021, the achievement of decent drinking water in Indragiri
Hulu District currently only reaches 62.06. The functional condition of the facilities
built by the Pamsimas program for the 2008-2021 fiscal year for Indragiri Hulu
District there are 79 villages that are functioning well, 64 villages are partially
working and 14 villages are not yet functioning. Based on the non-functioning
facilities causing disruption of the Pamsimas program in Indragiri Hulu District
The purpose of this study was to analyze the influence of the factors in the
Pamsimas program stages on the sustainability of the Pamsimas Program facilities in
Indragiri Hulu District, and obtain efforts to improve sustainability based on the
influence of the factors in the Pamsimas Program stages. Meanwhile, the benefit of
this research is that it becomes a consideration for drinking water development
actors, such as WSES Working Group, Local Government, consultants, facilitators
and other general public to improve the sustainability of the PAMSIMAS Program.
The method used in data analysis in this study uses the Structural Equation Model –
Partial Least Square (SEM-PLS) method. The research model was built based on the
stages of the PAMSIMAS program consisting of planning, implementation,
completion and sustainability.
The results of data processing are obtained. The factors that affect the
sustainability of drinking water facilities in the Pamsimas Program are known by
looking at the outer loading value of the measurement results. Outer loading is the
correlation between factors and latent variables. Factors with high outer loading
have a higher contribution to explain the latent variables. The critical factors that
affect the sustainability of the Pamsimas program in Indragiri Hulu Regency are
environmental factors regarding the protection of water sources in the village. The
Pamsimas Program has an outer loading value of 0.914. Factors related to village
regulations have been the formation of Village Regulations that regulate the
management of drinking water facilities for Pamsimas program activities have an
outer loading value of 0.864. On the economic factor regarding the existence of
appropriate and enforceable contributions, it has an outer loading value of 0.860.
Efforts to improve the sustainability of drinking water facilities for the
Pamsimas program in Indragiri Hulu District are: environmental factors by
maintaining water quality and quantity by conducting a water quality test every 6
months, taking water according to daily needs and avoiding taking water that
exceeds the need for inappropriate use. In terms of Village Regulations, village
officials issue Village Regulations that regulate the order in paying monthly fees,
provisions for the amount of monthly fees, operational management and

maintenance, prohibitions on activities that damage water sources and sanctions in
the form of fines for people who are late in paying dues. Furthermore, the economic
factor of drinking water facilities must be in a condition so that it will increase the
community's desire to collect contributions.
