Biaya Jasa Pengelolaan Sumber Daya Air Pada Wilayah Sungai Rokan
The increasingly limited availability of water must be addressed wisely, and early steps must be considered to anticipate limited water resources, especially changing people's mindsets. So far, water has been obtained free of charge and is fully borne by the government, but in the future this paradigm must be changed, due to limited sources of funds, the government must think about priority handling. Infrastructure development requires very large costs, therefore other sources of funds are needed, so that it requires community participation and P3A to be actively involved in helping to overcome the costs of maintaining small-scale infrastructure.
This study aims to calculate the value of the Water Resources Management Service Fee (BJPSDA) at the Rokan river area based on the Ministerial Regulation of Public Works and housing No. 18/PRT/M/2015, analyzes the amount of Water Resources Management Services that will be charged for irrigation in irrigated area of Kaiti and Samo based on Economic Benefit Value (NME), comparing how much farmers' ability (ATP) and farmer's willingness (WTP) farmers in making payments for the Water Resources Management Service Fee (BJPSDA) for irrigation and how much is the value of the Irrigation BJPSDA at irrigated area of Kaiti Samo.
While the benefits of this research are as data and information how much is the Irrigation Water Service Fee as well as the Cost of Water Resources Management Services for Rokan river area as well as irrigated area Kaiti and Samo, which will be charged for every m3/second of surface water, as an effort to optimize services to all beneficiaries. water resources, as input and benefits for the Government which in this case is through the PJPA Work Unit of the Sumatera River Region III to calculate and determine the BJPSDA Rokan river area.
The research method uses two data sources, namely primary data and secondary data, as data and parameters to be measured for each observation. Primary data obtained from original sources and collected specifically to answer research problems. Survey and interview methods were used in primary data collection techniques. Interviews by asking questions directly to farmers (open questions) and through questionnaires filled out by each farmer who was the sample in this study. While secondary data is obtained from collecting data from a second party such as: from an agency, written/printed materials such as journals/bulletins and others. Meanwhile, the approach applied to ATP analysis is to determine the level of farmers' ability to make IPAIR payments with an income allocation approach. In order to produce the WTP value (the will of the farmer), the contingent value method is used which will provide an explanation of a policy scenario that is enforced according to the provisions by means of a hypothetical questionnaire.
From the results of the calculation of BJPSDA Rokan river area in accordance with the Ministerial regulation of Public Works and Housing No. 18/PRT/M/2015 the average management cost for 5 years was Rp. 33,776,801,217. The value of

economic benefits for agriculture is Rp. 17,819,075 or 22,98% of the total NME. With a harvested area of 22,079 Ha with a water use of 12,798 m³/Ha, the value of irrigation BJSDA in WS Rokan is Rp. 16.36/M³. The Economic Benefit Value of Flood Control is the same as the Agricultural NME in accordance with the above regulations. NME for drinking water is Rp. 17,218,545,624 or 1.00 % of the total NME (NME unit 2,904/m³) . NME for industry is Rp. 1,301,388,5000 or 76.01% of the total NME (NME unit 9,652/m³). While the NME for PLTA/PLTMH is nil, because there is no PLTA or PLTMH in the Rokan river area Analysis of the Cost of Water Resources Management Services based on the Basic Service Cost Modeling by considering the Economic Benefit Value (NME) at the Rokan river area is Rp. 55/m³.
From the analysis of the ATP and WTP of farmers in Rokan Hulu, it was found that the value of the farmer's ATP is greater than the farmer's WTP, with the ATP value of Rp. 376/m3, and the WTP value is Rp. 366/m3. Based on the calculation results above, we can see that the beneficiaries who use surface water in the Rokan river area for the commercial and non-commercial sectors are dominated by the industrial sector, then agriculture and drinking water, while hydropower is nil. As for the analysis of the ability of farmers to pay contributions, the value is greater than the value of willingness that can be paid by farmers, this requires hard work from the government to carry out socialization to increase public awareness. This ofcourse must be accompanied by a good commitment between the government and the community.
