The Balai Besar Pengawas Obat dan Makanan (BBPOM) in Pekanbaru plays a crucial role in supervising the circulation of pharmaceuticals and food products, including the issuance of Import Certificates (SKI) and Export Certificates (SKE). However, the current manual process of managing SKI and SKE often leads to various obstacles, administrative errors and difficulties for users (business actors) in tracking documents. Therefore, this study focuses on the design and implementation of a web-based information system to simplify the management of SKI and SKE. The system was developed using the Laravel framework with MySQL as the database and adopts the concept of a "paperless office" to enhance data efficiency and accuracy. The main features of this system include user authentication (admin and user), online submission of SKI/SKE, document verification by admin, status tracking of submissions, and downloading of approved documents. This study applied the waterfall software development method, covering requirement analysis, system design, system implementation. The results of the implementation indicate that the system successfully reduces reliance on physical documents, improves the speed of the submission process and minimizes errors in document management. With this system in place, it is expected that the SKI and SKE submission process at BBPOM Pekanbaru will become more effective, efficient, and transparent.
