Implementasi program pembangunan keluarga, kependudukan, dan keluarga berencana (bangga kencana) di kota pekanbaru
Uncontrolled population growth can cause various problems, such as an increasingly rapid population growth rate, population density and uneven population distribution, as well as an increase in poverty levels due to the demographic bonus. As the capital city of Riau Province, Pekanbaru continues to experience an increase in population every year, which impacts the burden on public services and poses challenges in achieving sustainable development. As an effort to control the population growth rate, the government, through the National Population and Family Planning Agency (BKKBN), has developed the Family Development, Population, and Family Planning Program (Bangga Kencana). The objective of this study is to determine how the implementation of the Bangga Kencana program controls the population growth rate in the city of Pekanbaru and to identify the factors that hinder it. This study uses a qualitative approach with a descriptive method. The theory used is Donald P. Warwick's implementation theory, as cited by Kadji (2015), which consists of four main indicators: organizational capacity, information, support, and potential distribution. Data was collected through interviews, observations, and documentation with informants from BKKBN, Disdalduk-KB, PLKB, PPKBD, and the community. The results of the study indicate that the implementation of the Bangga Kencana Program in Pekanbaru City has been carried out, but it is not yet optimal. Some activities have been conducted routinely, such as contraceptive services, counseling, and family accompaniment. However, the implementation of the program still faces obstacles such as the limited number of PLKB, insufficient community participation, and budget constraints.
