Efektifitas Kebijakan Penggunaan Absensi Berbasis Elektronik Pada Dinas Kesehatan Provinsi Riau
This research is motivated by the development of technology in the era of
globalization which is increasingly sophisticated, making it easier for all people
to access information. Many sophisticated tools are used in an office, but one of
these sophisticated tools is the application of the Automatic Finger Print
Identification System (AFIS) Attendance. Attendance Automatic Finger Print
Identification System is a tool that really helps office employees in terms of
attendance system. The effectiveness of the Application of Attendance
(Fingerprint) in improving Discipline, in the framework of improving the image,
work and performance of government institutions towards professionalism and
supporting the creation of good and clean government, requires the involvement
of extension workers in the fields of duty and government organizational units,
especially the Riau Provincial Health Office.
The purpose of this research is to determine the effectiveness of the
Electronic-Based Attendance Use Policy at the Riau Provincial Health Office.
And to find out the inhibiting factors for the effectiveness of the Electronic-Based
Attendance Use Policy at the Riau Provincial Health Office. This study uses a
descriptive research method approach with qualitative analysis. The data were
obtained directly through interviews from predetermined informants.
Based on the results of the study, it shows that the effectiveness of the
electronic-based attendance policy at the Riau Provincial Health Office has not
been running effectively, this can be seen from four indicators, namely target
achievement, adaptability, job satisfaction and responsibility. The obstacles
experienced by the Riau Provincial Health Office, namely in carrying out the
effectiveness of policies on the use of electronic-based attendance are the lack of
socialization to employees, Second, the lack of facilities and infrastructure
provided for field officers, such as scan finger print vehicles which are still few,
so the policies that have been implemented not implemented properly. And the last
inhibiting factor, namely the implementation of the electronic-based attendance
program is still at the half implemented or not yet perfect stage, where
maintenance and program updates must continue to be carried out so that it can
finally meet the needs of the community as a whole.
