The existence of Micro, Small, and Medium Enterprises (MSMEs) in
Pekanbaru City is very strategic to increase the economy. The resilience of MSMEs
has been proven as a safety system for the economy. The creative economy sector
is growing rapidly and it can be proved by the development of MSMEs in Pekanbaru
City. This study aims to identify and describe the development of Micro, Small, and
Medium Enterprises (MSMEs) at Tanjak House Riau in Pekanbaru City through
side external facilitation and internal potential in business groups. This research
uses organizational governance. The type of research used is descriptive research
with a qualitative approach. The methodology of this research is done by collecting
data through interviews, observation, and documentation. The results of this study
indicate that there are 4 indicators for developing micro, small and medium
enterprises (MSMEs) proposed by Kustoro Budiarta, Having a Business Idea,
Screening Business Ideas/Concepts, Developing a Business Plan, Implementing a
Business Plan and Business Control. However, all of this has not been implemented
properly and can be seen from the inhibiting factors of poor communication, poor
competition, slow response to change, and motivation.
