Implementasi Kebijakan Desentralisasi Pelayanan Publik Pada Urusan Administrasi Kependudukan Di Kabupaten Pesisir Selatan

Seeing the efforts of the Pesisir Selatan Regency government to approach,
simplify and expand public administration services by establishing a Service Work
Unit in each sub-district. This study will analyze the implementation of policies,
supporting and inhibiting factors of policy implementation. The theoretical concept
used is the concept of Edward III's policy implementation, that is Communication,
Resources, Disposition and Bureaucratic Structure. This research method is a
qualitative method through interviews, observation and documentation. The results of
this study indicate that the policy communication variable has been running well. In
the resource indicator, in terms of the UKL's authority having been given sufficient
authority in carrying out policies, budgetary resources are sufficient but during the
Covid-19 pandemic there are limitations due to changes in budget realization. In the
disposition indicator, there are UKL employees who are committed to implementing
the policy. In the indicators of the bureaucratic structure, it is known that the
implementation of this policy has been supported by a structured and the same SOP
in every UKL and there is fragmentation in the policy. Factors that support policy
implementation include the positive response from the community to the policy, the
coordination of implementors, implementation of technical guidance for
implementors, and the implementation of programs that support the achievement of
policy objectives. Factors that are still become obstacles in implementing the policy
are the availability of staff which is considered to be lacking in several UKLs, limited
infrastructure facilities, incentives for implementors have not been realized, there are
still sociaty with low public awareness, and the impact of the Covid-19 pandemic on
the service environment that hampers the implementation of the policy.
