Advokasi Kebijakan Pendidikan Pada Masa Pandemi Corona Virus Disease (Covid-19) Di Kabupaten Siak
The term policy change or policy advocacy is often used in solving a
problem in society. Policy advocacy activities aim to ensure that the policies
issued can be beneficial for all circles of society, especially in the field of
education. Advocacy is a series of processed actions or campaigns that are
planned/directed to influence others, the end result of which is to change public
policy. Policy advocacy in this case is a strategic action carried out by a group of
people regarding general problems, especially in this case the education sector in
Kabupaten Siak through social construction that accommodates public support in
an effort to solve certain problems.
The formulation of the problem in this study is how to advocate for
education policies during the Covid-19 pandemic in Kabupaten Siak and what are
the inhibiting factors for advocating education policies during Covid-19
pandemic in Kabupaten Siak. This study uses a qualitative descriptive method
with the number of informant is 7 peoples.
The research results showed that the implementation of educational policy
advocacy activities during the Covid-19 pandemic in Kabupaten Siak had gone
quite well. The education policy advocacy process includes activities to select
issues, build opinions and facts, build coalitions, understand the public policy
system, influence policy making and monitor and assess movements. There are
several obstacles or inhibiting factors for advocating for education policies
during the Covid-19 pandemic in Kabupaten Siak, namely related to the budget
and limited infrastructure supporting the learning process during the pandemic,
lack of authority and frequent differences of opinion.
