Peran Satuan Polisi Pamong Praja Sebagai Tim Satuan Tugas (Satgas) Dalam Rangka Percepatan Penanganan Corona Virus Disease 2019 (Covid-19) Di Kota Pekanbaru

Pekanbaru City is the city with the highest number of positive Covid-19 cases
in Riau Province. Therefore, various efforts have been made to accelerate the
response and prevention of the spread of Corona Virus Disease 2019 (Covid-19). One
of them is the application of social distancing or managing distance when
communicating directly, not gathering in crowded places, and continuing to provide
education, so that people stay at home. This is supported by the Civil Service Police
Unit (Satpol PP) as a task force team (Satgas) as well as policy implementers and
those who follow up on policy violations during the Covid-19 pandemic. The purpose
of this study was to determine the role of Satpol PP as a task force team (Satgas) in
the context of accelerating the handling of Corona Virus Disease 2019 (Covid-19) in
Pekanbaru City. The theory used in this study is the role theory of Biddle and Thomas
in Sarwono which uses four indicators, namely the people who take part in social
interactions, the behaviors that appear in these interactions, the position of people in
behaving, the relationship between people and behavior. The study used qualitative
research methods, with data collection techniques based on interviews, observations,
and documentation. The results of this study indicate that the role of the Pekanbaru
City Civil Service Police Unit has not been effective. This can be seen from the role
of Satpol PP which only conducts raids when assigned. So that people only obey the
health protocol when there is a raid from the Pekanbaru City Satpol PP. The obstacles
for Satpol PP in carrying out its role are the lack of personnel, facilities and
infrastructure, and the lack of socialization to the community.
