Pengembangan Sumber Daya Manusia Dalam Penerapan Literasi Digital Pada Guru SD Negeri 90 Pekanbaru Di Era 4.0
This research is motivated by the lack of teacher expertise in the use of technology, and the lack of technological facilities in developing digital potential for teachers, research and assessment at the 90 Pekanbaru State Elementary School. In the teaching and learning process there are still some teachers who have difficulty in using technology. Some teachers are not fully able to use devices or facilities to support learning activities such as Zoom, Google Meet, Google Classroom, and others. The availability of technological facilities and infrastructure is still not available, causing obstacles in developing teacher competence. The low competence of these teachers is clearly shown by the low ability of teachers to use technology in the teaching and learning process. Every teacher has the right and opportunity for competency development, schools are required to prepare a teacher competency development plan contained in the school work plan (RKS).
The purpose of this study is to explain the efforts to develop human resources in the application of digital literacy to 90 Pekanbaru state elementary school teachers and to analyze the inhibiting factors for human resource development in the application of digital literacy to 90 Pekanbaru public elementary school teachers. The type of research chosen is qualitative research with a descriptive case study approach. Data collection techniques were carried out through interviews, observation, and documentation. This study determines the research informants as a source of information to obtain the required data. Informants in this study are people who know the research problem in depth. The number of informants in this study were 6 people.
The results of the study found that the development of human resources in the application of digital literacy for elementary school teachers in Pekanbaru 90 in terms of motivation, personality and skill criteria was not optimal. The inhibiting factors are the limitations of technological facilities and infrastructure and the limited mastery of information and communication technology by 90 Pekanbaru state elementary school teachers.
