The capability or ability of human resources can determine whether the
process of running an agency or company in realizing its goals is good or bad,
This capability can be measured or viewed from three aspects, namely how about
the knowledge they have, the abilities, and the skills. These three things are also
supported by adequate experience and educational background. In learning
technology, teachers as the main human resources are required to fulfill these
three aspects of this capability. But in fact, in the field, it is found that many
teachers, especially senior ones, do not have the ability to master learning
technology. Therefore, to be able to fulfill these three aspects in order to optimize
teacher capabilities, steps are taken to optimize teacher capabilities. The teachers
put a lot of effort into their achievement with the help of many parties. One of the
efforts to improve teacher capability for optimal achievement is to participate in
trainings held by the Department of Youth and Sports Education, Kampar
Regency. The purpose of this study is to analyze how problems such as the ability
of teachers are lacking or the capabilities of teachers who are lacking in the use
of learning technology and what are the best solutions. This research is a
descriptive qualitative research with an effort to describe events or phenomena as
they are. The results of this study conclude that the teacher's capability in using
learning technology at the elementary level is still not optimal. This is caused by
several factors. Then the factors that cause teachers to be unable to operate
learning technology are three, namely the lack of adequate facilities, especially
insufficient funds, the absence of teacher motivation for learning technology and
not understanding how to operate this learning technology system. Therefore, in
order to optimize teacher capabilities, the Education Office held training to
improve teacher capabilities and sought to provide adequate facilities, especially
during the COVID-19 pandemic, which required everything to be done online
using technology.
