Pengelolaan Perikanan Terubuk (Tenualosa Macrura) Dengan Pendekatan Ekosistem (Eafm) Di Perairan Selat Bengkalis Kabupaten Bengkalis Provinsi Riau
The conservation of the terubuk resources is threatened due to the decline in water quality due to contamination of chemical waste and sawdust from the wood processing factory which is discharged into the water body of the Siak River, so that it is carried to the habitat of the terubuk fish. From the land side, the pressure on the habitat of the terubuk fish is also getting higher due to the damage to the mangrove ecosystem. Mangroves have the ecological ability to support the existence of the environment and the survival of aquatic biota, including the survival of terubuk fish larvae. Based on the available potential, it is very rational if the terubuk fisheries sector is used as one of the sources that must be maintained so as not to experience extinction while still paying attention to the interests of utilizing its economic potential for the people of Bengkalis Regency and its surroundings.Bengkalis and Siak waters, Riau Province. Therefore, in order to achieve the sustainability of fisheries, especially fish resources, the current approach that can be used for fisheries management is an ecosystem-based indicator assessment approach.
The purpose of this research is to determine the status of the largest fishery in the waters of the Bengkalis Strait using the EAFM indicator and formulate a strategy or formulate an appropriate management action plan for the sustainability of the largest fishery in the waters of the Bengkalis Strait, Bengkalis Regency, Riau Province. While the benefitsfrom this research is used as a science and material for future studies regarding the management of open fisheries by the scientific community, management unit agencies or organizations, and partnerships with integrity, as input or consideration in formulating a strategy for sustainable fisheries management in Bengkalis Regency by authorized agencies such as the Maritime Affairs and Fisheries Service of Riau Province and other related institutions or regional institutions and as a further basis for academics and researchers about the terubuk fisheries in Bengkalis Regency waters.
This research was conducted in Bengkalis Regency, administratively the research location covers 2 (two) Subdistricts, namely Bengkalis District and Bukit Batu District. The scope of research studied includes the domain of fish resources, habitat or ecosystem, fishing techniques, social, economic, and institutional.The data used in this study consisted of primary data and secondary data. For primary data collection, direct measurements and surveys were carried out in the Bengkalis District (Penampi Village, Kuala Alam) and Bukit Batu District (Bakul Bad Village, Dompas, Sejangat) as the location of the study area to meet the data according to the research indicators, as well as the results of interviews with respondents. who meet the criteria as stakeholders in the field of fisheries in accordance with the agency in question. While secondary data is obtained from

previous research reports or journals and report data from relevant agencies that refer to the research discussion.
The results obtained from this study are the status of the best fisheries management in Bengkalis Regency as a whole is assessed in a good criterion condition (Aggregate score: 71). However, specifically based on the values between domains, three groupings were found based on composite values, namely domains with "medium" qualifications, namely economic domains and habitats and ecosystems. Domains with "good" qualifications are institutional domains and social domains. Meanwhile, the domains that qualify for "excellent" are the domain of fish resources and the domain of fishing techniques. The action plan for the best fisheries management in Bengkalis Regency will be prioritized over the economic domain and the habitat or aquatic ecosystem domain, which has the least value. For the economic domain, the score is based on the fishery household income indicator and the savings ratio indicator and asset ownership. It is concluded that regarding the economy of the worst fishermen, it is necessary to improve the ability of the fishermen in terms of income and savings, as well as in terms of participation in the assistance program from the government to increase the economy of the worst fishermen in Bengkalis Regency. As well as the need for an evaluation of systems and regulations in the management of the worst fisheries that have been running at this time. As for the habitat domain or aquatic ecosystem, the score is based on indicators of water quality, mangrove ecosystems and unique/special habitats. From the assessment of these indicators, the issue of water quality is the most important highlight for environmental rehabilitation activities in the Bengkalis Strait. Related to this, because the waters of the Bengkalis Strait are the preferred habitat for Terubuk Fish in migrating and spawning processes.
