ABSTRACT
Rice is a food crop commodity that is consumed by almost the entire population of
Indonesia. Kampar Regency is one of the areas that produce rice in Riau Province.
Kuok Village is one of the rice producing villages in Kuok District which has
several rice farmer groups. The purpose of this research are 1). Identifying social
capital of rice farmer groups, 2). Identifying intellectual capital of rice farmer
groups, 3). Analyzing the level of empowerment of rice farmer groups, 4).
Formulate strategies for social capital and intellectual capital in increasing the
empowerment of rice farmer groups.The sampling method used is purposive
sampling. The data analysis used are Likert scale analysis and General Electric
Matrix analysis. The result of this research is that the condition of the social capital
of the rice farmer group in Kuok Village is categorized as moderate which is formed
from the dimensions of trust, social norms, and reciprocity. The condition of the
intellectual capital of the rice farmer group in Kuok Village is in the moderate
category which is formed from the dimensions of human capital and organizational
capital. The level of empowerment of rice farmer groups in Kuok Village is
categorized as helpless which is formed from the aspect of empowerment namely
human resources, productive economy, and institutions. The recommended social
and intellectual capital strategy for increasing the empowerment of rice farmer
groups in Kuok Village is to provide self-help extension workers from each rice
farmer group in Kuok Village in order to help rice farmers more easily understand
information on cultivation techniques, suggestions from extension workers and
implement the Department of Agriculture program.
