ABSTRACT
This study aims to determine the Strategy Implementation of the Food Security Service in Pekanbaru City by using the theory of Wheelen and Hunger Strategy Implementation in (Setyo Ryanto, 2018) namely Programs, Budgets, and Procedures. This type of research is descriptive qualitative with data collection techniques are interviews, observation, and documentation. To determine the informants, the writer uses purposive sampling. Furthermore, to analyze the data obtained, the author uses an interactive analysis model from Soegiyono. The results of the study indicate that the Strategy Implementation of the Food Security Service in Pekanbaru City has not gone well. The inhibiting factor in the Implementation of the Strategy of the Food Security Service in Pekanbaru City is the lack of participation from the community. This has an impact on the Strategy Implementation of the Food Security Service in Pekanbaru City.
