ABSTRACT This research was conducted at LBH Pekanbaru. The aim of this research was to determine the role of legal aid institutions in advocating for the poor in Pekanbaru city and to find out what influences the role of legal aid institutions in advocating for the poor in Pekanbaru city. This research uses descriptive qualitative method with descriptive qualitative approach analysis. Subjects in the study amounted to 4 people consisting of givers and recipients of legal aid. The data collection techniques used observation, interviews and documentation. The results of this study show that in litigation LBH Pekanbaru advocates for the poor (subjects of research) so that they are not intimidated and do not feel pressured in the litigation process, namely by carrying out legal advocacy from the level of investigation in the Police to prosecution in court, defending and fighting for the client's legal rights. Meanwhile, non-litigationally, LBH Pekanbaru has a role to play with clients (subjects of research), namely conducting mediation efforts, case investigations, negotiations, consultations and others. As for what influences LBH Pekanbaru in advocating for the poor in Pekanbaru city, the supporting factors include a). Internally the principles and values adopted are to advocate for the poor. b) Externally wants to change the law enforcement system that does not carry out oppression, does not violate human rights and legal rights. c) There is budgetary support from the Ministry of Law and Human Rights, non-governmental organizations as well as donations from the community and inhibiting factors include, a) law enforcers who are not professional in carrying out their duties, making it difficult to meet or communicate with clients in detention. b) Limited human resources such as advocates. c) In civil cases, there are costs incurred such as carrying out a lawsuit and in criminal cases, namely coordination and communication with the Prosecutor when going to trial.
