ABSTRACT
COMMUNICATION OF AGRICULTURE DEPARTMENT OF MERANTI ISLANDS REGENCY IN MOTIVATING FARMERS IN BINA MAJU VILLAGE, RANGSANG BARAT DISTRICT

The problem phenomenon that occurs in the village of Bina Maju is a drastic decline in rice production in 2020, which is 8,200 tons, whereas in the previous year it received 11,000 tons, even though the land area has increased but it doesn't increase income. However, in 2021, infrastructure that has not supported . So that the rice harvest failed due to salt water entering the farmers' fields. Not only the failure of the rice harvest, the area of rice farming land has also decreased due to the broken levees and saltwater entering the farmers' fields. In each group/individual there must be differences of opinion from each farmer in rice management, lack of communication between fellow farmers which results in no reciprocal response, delivery of inaccurate information to farmers and channels in the mass media do not work well, namely the internet network that is not working properly. inadequate and farmers with low education find it difficult to catch messages from extension workers.
The research method used by the researcher is a qualitative research method with a descriptive approach. The subject of this study used a purposive technique. There were 6 informants in this study, namely the head of the agricultural service, the head of the extension sector, the head of the extension, the head of the farmer group and members of the farmer group. These informants were involved by the implementing agency for agricultural extension. Data collection techniques used are observation, interviews, documentation. The data analysis technique is Miles and Huberman, for the validity of the data the researcher uses this step, namely data reduction, data presentation and conclusion drawing.
The results showed that the form of communication used by the agricultural office was in the form of verbal communication, namely direct communication. For communication channels using direct face-to-face media and banner media containing invitations. In communication, the obstacles are usually caused by the behavior of different individuals. However, this problem has a solution. To motivate farmers, the agricultural service provides assistance with sophisticated machines, rice seeds and seeks solutions to the natural factors they are currently facing.
