ABSTRACT
Social Conflict of Land Ownership of the Indigenous Peoples of the Siberakun Country. This research was conducted in Kenegerian Siberakun, Benai District, Kuantan Singingi Regency. The purpose of this study was to find out how the form of conflict occurred and the source of social conflict between PT Duta Palma Nusantara and the indigenous people of Kenegerian Siberakun, Benai District, Kuantan Singingi Regency.
This research uses descriptive qualitative research method. Subjects in this study amounted to 15 people. The technique of determining the informants is by using purposive sampling technique. Purposive sampling is taking subjects by setting specific criteria or characteristics or certain characteristics that are in accordance with the research objectives so that they can answer research problems. In collecting data, researchers used observation, interviews and documentation. The theory used is the theory of Social Conflict, Social Conflict Resolution and Land Ownership Conflict / Customary Land
The results of this study are forms of conflict that occur between PT Duta Palma Nusantara and the indigenous people of Kenegerian Siberakun, Benai District, such as the burning of an Excavator unit by an emotional community, an open demonstration to the District Office, Regent, DPRD Kuantan Singingi Regency and DPRD Riau Province and Submission of Cases to the Court/Supreme Court, While the background of the social conflict is that the first party and the second party agree to carry out a hak guna-usaha (HGU) which was made in 1988 by granting a contract to the first party granting a hak guna-usaha (HGU) The first party and the third party both agreed to cooperate in the utilization and management of 11 260 hectares of land to the second party for 25 years starting from 1994 ending in 2018 but extended until 2043 without notifying the land owner
