Implementation of a good Food Security Program from the community is the
main goal of the government in empowering and increasing regional food security
sources in Kuantan Singingi Regency. Through food security policies, the
government hopes to increase economic growth and development so as to provide
welfare to the community.
The purpose of this study was to find out and analyze the level of
implementation and inhibiting factors in the Food Security Program in Kuantan
Singingi Regency. This study uses a qualitative research method with a case study
approach that is descriptive in nature with the process of collecting data through
interviews, observation and document study. The research was conducted at the
Agricultural Extension Center, Benai District, Kuantan Singingi Regency.
The results of the study indicate that the implementation of the Policy for
Food Security in Rice Plantation in Benai District is still not going well, this is
evidenced by the communication between implementers and policy makers that is
still not felt by all rice farmers, then the resources they have are both human
resources and supporting resources in the form of facilities that have not been
fulfilled properly, then the disposition/attitude of the implementer is also not
optimal and the process of decreasing the disposition of a policy is slow, finally,
the bureaucratic structure which makes many stages that must be passed to get to
the stage of implementation in the field by farmers. Factors hindering the
implementation of rice food security policies in Benai Subdistrict, namely the lack
of facilities and infrastructure in implementing the Benai District Agricultural
Extension Center program, then also the lack of a budget provided by the
government to support the implementation of rice plant food security policies in
Benai District such as implementing good counseling activities , meetings in the
preparation of the program and piloting.
