Evaluasi Pelaksanaan Program Pangan Bantuan Non Tunai (BPNT) Di Kecamatan Bengkalis
The Bengkalis Regency Government through the Dinas Sosial
Kabupaten Bengkalis the implementer of the BPNT program, however, has not
been implemented optimally, so that the implementation of the BPNT program in
Bengkalis District needs to be evaluated. This study aims to evaluate the
implementation of the BPNT program in Bengkalis District and to determine the
inhibiting factors in the implementation of the BPNT program in Bengkalis
District. This study uses the theory of policy evaluation indicators by William N
Dunn. The type of research used is descriptive research with a qualitative
approach. Methods of data collection is done by interview, observation and
documentation.
The results of this study explain that the effectiveness in implementing
the BPNT program in Bengkalis District has not been effective enough in terms of
effective time, from an efficiency indicator it can be said to be efficient because
getting the BPNT program in Bengkalis District is free of charge/funds, from the
leveling indicator in the distribution of BPNT program beneficiaries uneven,
indicators of accuracy in distributing the BPNT program have been distributed to
different groups but not evenly distributed and indicators of adequacy/efficiency
in terms of the effectiveness/adequacy of implementing the BPNT program using
the Social Welfare Card (SWC) which is easier for the public and more
practical,In terms of indicators of responsiveness, the community is very
enthusiastic because the BPNT program makes it very easy for the community to
get assistance in the form of groceries with the quality according to the wishes of
the community itself and the quantity in accordance with the balance in the SWC
from the Government, in this case, the Bengkalis Regency Social Service.
In its implementation, the BPNT program in Bengkalis District found
inhibiting factors, namely the recipient did not meet the criteria, the recipient data
did not match, the data was rarely updated, problems with e-warong and the
quality of implementing human resources.
